Federal Skilled Trades Program (FSTP)
The Federal Skilled Trades Program (FSTP) is an Express Entry pathway for experienced tradespeople who want to become permanent residents of Canada based on their qualifications in a skilled trade.
FSTP has a different structure from the Canadian Experience Class and Federal Skilled Worker Program. In particular, applicants generally need either a qualifying Canadian job offer or a Canadian certificate of qualification in their trade. Work experience, trade eligibility, language results and proof of funds also need to be assessed carefully.
Anka Canada Immigration Consulting assists skilled trades workers with reviewing FSTP eligibility, NOC classification and Express Entry requirements before a profile or permanent residence application is submitted.
Services are provided by Volkan Sacilik, RCIC-IRB, CICC Licence No. R1042981.
Who May Qualify for the Federal Skilled Trades Program?
Applicants generally need at least two years of full-time skilled trades work experience, or 3,120 hours in total, within the five years before applying.
The experience must be paid, fall within an eligible skilled-trades NOC group, and reflect the lead statement and most of the main duties of the claimed occupation. Work experience gained while studying does not count toward the minimum FSTP requirement.
Which Skilled Trades May Qualify?
FSTP covers specified skilled-trades occupations in areas such as:
-
construction;
-
transportation;
-
manufacturing and industrial trades;
-
natural resources and agriculture;
-
certain chefs and cooks;
-
certain technical occupations.
Eligibility depends on the exact NOC classification, so the job title alone is not enough. The duties and trade requirements should be reviewed before the occupation is relied on for Express Entry.
Job Offer or Certificate of Qualification
An applicant must generally have one of the following:
-
a valid full-time Canadian job offer for at least one year; or
-
a certificate of qualification in the skilled trade issued by a Canadian provincial, territorial or federal authority.
A certificate of qualification confirms that the person has been assessed as qualified to practise the trade in the issuing jurisdiction.
The certification process varies by trade and province or territory, so foreign trade credentials do not automatically amount to a Canadian certificate of qualification.
What Language Level Is Required?
Applicants must take an approved English or French language test.
The current minimum is:
-
CLB/NCLC 5 for speaking and listening;
-
CLB/NCLC 4 for reading and writing.
Higher language scores may also improve the applicant’s CRS ranking.
Is Education Required?
There is no minimum education requirement for FSTP.
However, Canadian education or eligible foreign education supported by an Educational Credential Assessment may still increase CRS points in the Express Entry pool.
Do You Need Proof of Funds?
Most FSTP applicants must demonstrate sufficient settlement funds.
An exception may apply if the applicant is already legally able to work in Canada and also has a valid Canadian job offer.
The applicable settlement-fund amount should be checked when the application is prepared because IRCC updates these amounts periodically.
FSTP Eligibility and CRS Are Different Questions
Meeting the FSTP requirements can make a person eligible to enter the Express Entry pool, but it does not guarantee an Invitation to Apply.
Candidates are still ranked under the Comprehensive Ranking System.
One important distinction is that, although IRCC removed CRS points for job offers in March 2025, a qualifying job offer can still remain an eligibility requirement for FSTP where the applicant does not hold a certificate of qualification.
Common Issues in FSTP Applications
Applications can become more complicated when:
-
the claimed occupation is not within an eligible skilled-trades NOC;
-
job duties do not match the claimed NOC;
-
work experience was gained before the applicant was qualified to practise the trade;
-
student work is incorrectly counted;
-
the Canadian job offer does not meet FSTP requirements;
-
a foreign trade credential is mistaken for a Canadian certificate of qualification;
-
language results or settlement funds do not meet the applicable requirements.
Reviewing these issues before creating the Express Entry profile can help avoid relying on an eligibility basis that does not actually apply.
How Anka Canada Immigration Consulting Can Assist
Anka can review your trade experience, NOC classification, language results, job offer or Canadian qualification certificate to assess whether FSTP may be an appropriate Express Entry pathway.
Where retained, we can also prepare or review the Express Entry profile and, after an ITA, prepare the permanent residence application and supporting submissions.
The objective is to ensure that the skilled-trades eligibility requirements and the evidence supporting them are properly aligned before the application progresses.
Important Information
Federal Skilled Trades and Express Entry requirements can change. Eligibility depends on the applicant’s trade, work experience, qualifications and the rules in force when the profile or application is submitted.
