Our Services For Employers :
Francophone Mobility Employer Support
Francophone Mobility allows eligible Canadian employers outside Quebec to hire French-speaking or bilingual foreign workers without obtaining an LMIA.
The program operates under the International Mobility Program and can provide employers with a more direct route to hiring eligible foreign workers when the position and worker meet the program requirements. The worker generally needs French speaking and listening ability equivalent to at least NCLC 5 and a qualifying job offer outside Quebec.
Anka Canada Immigration Consulting assists Canadian employers with assessing Francophone Mobility eligibility, completing the Employer Portal requirements and coordinating the employer-side process with the worker's work permit application.
Services are provided by Volkan Sacilik, RCIC-IRB, CICC Licence No. R1042981.
Who Can Be Hired Through Francophone Mobility?
The program may apply where the foreign worker:
-
will live and work outside Quebec;
-
can demonstrate French speaking and listening ability at approximately NCLC 5 or higher;
-
has a genuine offer of employment from a Canadian employer; and
-
will work in an eligible NOC occupation.
Francophone Mobility currently covers occupations across all TEER categories, except certain primary agriculture occupations in TEER 4 and 5.
The position itself does not need to require French. The important issue is whether the worker, employment offer and work location meet the Francophone Mobility requirements.
What Does the Employer Need to Do?
Before the worker submits the work permit application, the employer generally must:
-
submit an offer of employment through the IRCC Employer Portal;
-
use LMIA exemption code C16 – Mobilité francophone;
-
pay the $230 employer compliance fee; and
-
provide the worker with the generated 7-digit offer of employment number and signed employment offer.
The worker then uses this information to apply separately for an employer-specific work permit.
The information entered in the Employer Portal—including the position, wage, duties and employment conditions—should be consistent with the employment documents and the worker's application.
How Anka Canada Immigration Consulting Can Assist
Anka can assist employers with:
-
assessing whether Francophone Mobility is available for the proposed hire;
-
reviewing the worker's French-language eligibility;
-
reviewing the position, NOC, wage and employment terms;
-
preparing the Employer Portal submission under exemption code C16;
-
reviewing the employment offer and supporting documentation; and
-
coordinating the employer process with the worker's Francophone Mobility work permit application.
The objective is to confirm eligibility before the employer completes the Portal submission or the worker files the work permit application.
Important Information
Francophone Mobility is an LMIA exemption, not an exemption from the work permit process. The worker must still meet the applicable work permit and admissibility requirements, and the employer remains subject to International Mobility Program compliance obligations.
