Programme fédéral des travailleurs qualifiés (PFQT)
The Federal Skilled Worker Program (FSWP) is an Express Entry pathway for skilled workers who have qualifying Canadian or foreign work experience and want to become permanent residents of Canada.
FSWP eligibility involves more than having a skilled occupation. Work experience, language ability, education and the program’s separate 67-point selection grid must all be reviewed before a candidate can qualify under this stream.
Anka Canada Immigration Consulting assists applicants with assessing FSWP eligibility, reviewing work experience and NOC selection, and preparing Express Entry and post-ITA permanent residence applications.
Services are provided by Volkan Sacilik, RCIC-IRB, CICC Licence No. R1042981.
Who May Qualify for the Federal Skilled Worker Program?
To meet the basic skilled-work requirement, an applicant generally needs at least one year of continuous paid skilled work experience, equal to at least 1,560 hours, in a TEER 0, 1, 2 or 3 occupation.
The qualifying experience must generally:
-
have been gained within the previous 10 years;
-
be in the same NOC used as the applicant’s primary occupation;
-
include the lead statement and most of the main duties of that NOC; and
-
have been paid employment.
Unlike the Canadian Experience Class, qualifying FSWP experience can be gained outside Canada.
Language and Education Requirements
FSWP applicants must take an approved English or French language test and achieve at least CLB/NCLC 7 in all four abilities.
Applicants must also have at least secondary education. Foreign education generally requires an Educational Credential Assessment (ECA) for immigration purposes.
Higher language scores and additional education may also improve both FSWP selection-factor points and the applicant’s position in the Express Entry pool.
What Is the 67-Point Requirement?
Meeting the minimum work, language and education requirements is only part of FSWP eligibility.
Applicants are also assessed on a separate 100-point Federal Skilled Worker selection grid covering:
-
language ability;
-
education;
-
skilled work experience;
-
age;
-
arranged employment; and
-
adaptability.
A score of at least 67 out of 100 is generally required to qualify for FSWP.
This should not be confused with the Comprehensive Ranking System (CRS). The 67-point grid determines FSWP eligibility; the CRS ranks eligible candidates in the Express Entry pool.
Is a Job Offer Required?
A Canadian job offer is not required to qualify for the Federal Skilled Worker Program.
However, a qualifying arranged-employment offer may still contribute points under the FSWP selection grid. Separately, IRCC removed CRS points for job offers from Express Entry in March 2025.
This distinction is important because the effect of a job offer depends on which part of the immigration assessment is being considered.
Do You Need Proof of Funds?
Most FSWP applicants must demonstrate sufficient settlement funds for themselves and their family.
An exemption may apply where the applicant is authorized to work in Canada and also has a valid qualifying job offer. Required settlement-fund amounts are updated periodically, so the applicable amount should be checked when the application is prepared.
FSWP Eligibility Does Not Guarantee an Invitation
Qualifying under FSWP allows an eligible applicant to enter the Express Entry pool, but it does not guarantee an Invitation to Apply.
Once in the pool, candidates are ranked under the CRS and may be considered in applicable invitation rounds.
For this reason, an assessment should consider both:
Do you qualify under FSWP?
and
How competitive is your Express Entry profile?
Common Issues in FSWP Applications
Applications may become more complicated when:
-
the wrong NOC is selected;
-
employment letters do not support the claimed duties;
-
the one-year continuous work requirement is misunderstood;
-
an ECA or language result does not meet the applicable requirement;
-
the 67-point FSWP grid is confused with the CRS score;
-
proof of funds is insufficient or not readily available;
-
previous immigration or employment information is inconsistent.
Reviewing eligibility before entering the pool can help identify these issues before they affect a permanent residence application.
How Anka Canada Immigration Consulting Can Assist
Anka can review your work experience, NOC classification, language results, education and FSWP selection-factor score to determine whether this program may apply.
Where retained, we can also prepare or review your Express Entry profile and, after an ITA, prepare the permanent residence application and supporting submissions.
The objective is to ensure that FSWP eligibility, CRS information and supporting evidence are aligned before the application progresses to permanent residence.
Important Information
Federal Skilled Worker and Express Entry requirements can change. Eligibility and the appropriate immigration strategy depend on individual circumstances and the rules in force when an application or profile is submitted. This page provides general information only and does not guarantee eligibility, an Invitation to Apply or permanent residence approval.
